I fully sympathise with your buggy/shopping problem but do you think that your shopping will be any more secure at the vale centre? You could do your shopping AFTER your visit to the library.
On a more serious note, I think that it would be better to spend the money improving the present building rather than spending it on a move that I feel will, in time, prove to be a major mistake. By that time, of course, it will be too late - our council will have sold the old building (and Youth House) to some developer (probably someone with council connections!) who will be the only one to benefit from these hare-brained plans.
