A646 Difficulties

As I understand it part of the reason for the poor condition of the A646 is due to the number of heavy lorries using it, to avoid using the weighbridge at Ainley Top. Forward planning by restricting the use of this road for lorries just passing through would be beneficial all round.
Also, why are we not talking about how to reduce the congestion in Hebden Bridge? By restricting parking on Market St. to disabled people only, there would be access and environment benefits for all.
the street lights are neither here nor there in the big scheme of things.
