Why has some idiot scrawlled graffiti on Heptonstall Road?

Round 'em up and send them off to art college where they will either learn to do better graffiti or discover something less destructive to do with their urge to communicate.
Oh. I'm sorry. We can't afford any education except that which end in a degree which, preferably, ends with a job in the City.
