Council refuses eco low energy planning application

On Thursday 26th October, Calderdale Council refused a planning application for a passivhaus/ low energy retrofit house in Mytholm, Hebden Bridge. The works included triple glazing, external insulation and solar panels. This refusal flies in the face of the council's climate change policy. The refusal notice was vague on reasons and didn't mention climate change in anyway.

I was surprised to see this, but looking at the officer report, the plans do have an impact on the rest of the terrace, especially the rendering and changes to the fenestration. Being the only rendered house on the whole street (which is runs of similar terraces) would have an impact, unlikely positive to the street scene. It might be trickier to do but I would suspect that a revised scheme with internal insulation to leave the external walls as is and fewer changes to the windows would be acceptable.
