Does anyone know of someone who has been found guilty of speeding in the central area of Hebden Bridge. By central area I mean from Station Road to the end of Bridge Lane.

I don't know of anyone who has been convicted of speeding on that stretch of road, but I do have experience of nearly being knocked down while actually walking across the zebra crossing several times.
Cars sometimes come at speed especially if the traffic lights are at green - they're often not prepared for the zebra crossing ahead. But others driving in the opposite direction also do not always drive with due care and attention, sailing past, oblivious to the pedestrian three-quarters of the way across the crossing, or having to come to a screeching halt to avoid knocking down a pedestrian - two instances I've witnessed recently.

Lots of speeding right through from the station towards Todmorden. This morning, a delivery van was speeding on Valley Road, past The Health Centre. Speed cameras work on the approach to Todmorden (two of them into Todmorden). That's the only thing that works during day and night.
